Identification and Driver's Licenses
Your visa document (example: Form DS-2019, I-797) must indicate an authorized stay in the U.S. of at least 12 months into the future at the time of your application to be eligible for a learner's permit, driver's license, or Mass ID card. This rule does not apply to MA Liquor ID card.

You must have a valid driver’s license to drive in the U.S. Also, a U.S. state Driver’s License is the primary method of identification (ID) within the U.S.
If you do not want a Massachusetts Driver’s License, it is recommended that you get a Massachusetts Identification Card (also called a “Liquor ID”) for identification purposes.
The Massachusetts Registry of Motor Vehicles (RMV) will recognize driver’s licenses from some countries. An International Driving Permit/License is not recognized in Massachusetts.
